Rick has been a member of the Orange Police Department since September 2015 and is an invaluable member of our department. Rick currently helps with the department’s Fleet Services and Field Patrol Services. He is described by his peers as someone who is always helpful, friendly and a team player.
Rick is always eager to assist and help with anything needed. His willingness to help wherever needed is evident. He initially began as part of the Fleet team working one day a week, but in time there was a need to help cover two additional days as part of the Field Patrol team. Rick without hesitation offered to jump in and cover the additional two days, working a total of three days per week when the minimum requirement is one day a week. Rick is also a great help at National Night Out where he assists with displaying the department’s fleet vehicles and helps take pictures of children inside the vehicles.

Honoree: Carl Manning

Cause Area: Law Enforcement
Carl has been a member of the Orange Police Department since October 2009 and is an instrumental member of our department. Carl primarily helps with the department’s Crime Prevention Marketing Team. He and his partner Mary-Ellen (wife & also honoree) help distribute information materials, such as door hangers and flyers, to residences and businesses. Carl is described by his peers as someone who has a “can-do” attitude with a great sense of humor.
Carl is positive and nice to be around. Carl is also a Neighborhood Watch Leader and helps tremendously with the department’s National Night Out event where he provides information on the many programs offered by our Volunteers. He is also a proud CERT volunteer. On average Carl helps distribute approximately 300 information flyers during his shift. There is no distribution request he has not been able to conquer. Carl has also helped at various community events where he helps provide information on the department’s many programs.

Honoree: Mary-Ellen Manning

Mary-Ellen has been a member of the Orange Police Department since October 2009 and is an appreciated member of our department. Mary-Ellen primarily helps with the department’s Crime Prevention Marketing Team. She and her partner Carl (husband & also honoree) help distribute information materials, such as door hangers and flyers, to residences and businesses. Mary-Ellen is described by her peers as someone who is always willing to help and wears a permanent smile.
Mary-Ellen is a pleasure to work with and always makes positive contributions. Mary-Ellen is also a Neighborhood Watch Leader and helps tremendously with the department’s National Night Out event where she provides information on the many programs offered by our Volunteers. She is also a proud CERT volunteer. On average Mary-Ellen helps distribute approximately 300 information flyers during her shift. No distribution request is too large for Mary-Ellen, as she confidently assures us she can handle it all. Mary-Ellen has also helped at various community events where she helps provide information on the department’s many programs.

Honoree: Mary Ann Mecke

Mary Ann has been a member of the Orange Police Department since October 2009 and is an active member of our department. Mary Ann primarily helps with department’s Field Patrol Services where she conducts Vacation Checks, Code Enforcement Checks, and assists with removing illegally posted signs throughout the city. She is described by her peers as someone who is very godly and an all-around good person who is always willing to help wherever she is needed.
Mary Ann is a dedicated hard-worker who is fun to work with. Mary Ann is also a Neighborhood Watch Leader and helps tremendously with the department’s National Night Out event. She is also a proud CERT volunteer. She also helps with the department’s Child DNA Program whenever she is available and recently conducted a training course to educate other volunteers. Mary Ann also participated as an actress for a recent Mental Health training video on Dementia which has been shared with a multitude of police departments to assist in training with working with the mentally ill. Mary Ann’s willingness to take on any projects asked of her is tremendously appreciated.

Honoree: Mildred Miller

Mildred (affectionately known as Millie) has been a member of the Orange Police Department since February 2000 and is an invaluable member of our department. Mildred primarily helps at the Information Booth where she pleasantly greets our residents with a big smile and helps direct them to the appropriate areas for further assistance. She is described by her peers as someone who is warm, friendly and has a great personality.
Mildred has a delightful personality and is always willing to help. In addition to helping with the Information Booth, she is a tremendous help with the department’s partnership with the Mental Health Association. She also participates in the annual Walk to School Day where she has a great time walking with kids to school, as well as awarding them with badge stickers when we’ve arrived at our final destination. Mildred’s enthusiasm and energy to help with all projects is truly commendable.

Honoree: Jeff Wong

Jeff has been a member of the Orange Police Department since December 2011 and is an instrumental member of our department. Jeff currently helps with the department’s Fleet Services. He is described by his peers as someone who is always helpful, knowledgeable, a team player and someone who constantly motivates his team.
Jeff helps wherever he is needed and looks for ways to expand his helpfulness. This is evident as he takes it upon himself to guide and train all new volunteers who assist with Fleet Services. He also is cross trained to assist with Field Patrol Services and offers to fill in when a fellow volunteer is unable to work. Jeff also helps with National Night Out, where he assists by displaying the department’s fleet vehicles and helps take pictures of children inside the vehicles. Jeff does his job without complaining and constantly looks for more ways to help.
